Apparently this late acceptance trick has been done before by Wilder and might explain the weird stalling by Wilders team if they did really want the fight. The theory was it was a bit of gamemanship gone wrong.
Now more people are starting to see what is going on and know that it is Wilder (and Finkel) prolonging the fight from happening.
All Joshua/Hearn are doing is following basic protocol. They get special permits to not fight a mandatory only if they fight for another world title. They got a permit from the IBF to fight Klitschko for the WBA "super" title, then Joshua defended against the top rated contender available in Takam. Since Ortiz gave up his spot to fight Wilder, the WBA wasn't due yet but Joshua still went ahead and had another title unification bout...this time against Parker in March.
There was only one permit left for any organization (in this case the WBA) to fight for another world title. Wilder held that title. Hearn/Joshua wanted to make that fight happen. The first offer was sent in April either before or after the WBA ordered Joshua-Povetkin. That offer was refused.
The next (latest) offer was sent to Wilder and his team and they stalled...deliberately.
Now with the Joshua-Povetkin fight soon to be official, you will see that Wilder-Breazeale be announced soon after.
