From what I can make out the article is saying Miller wont go to Sofia, Pulev wont go to US, but theyd do it neutral, Epic is working on something. Maybe theyre trying to get Hearn to take it on the Joshua/Povetkin card, doubt he'll eat that 2 million purse though

Miller is going to wait for Charr/Oquendo winner. He could have that fight by years end if he wants. That is an easier route to Joshua. He would give up $500000 by not fighting Pulev. Pulev vs Hughie Fury? Agit Kabayel? Would Fury take the fight?
