Depending on judges, I'd lean towards Miller. He doesn't have alot of pop but his work rate is impressive, he's physically imposing and he seems to have a decent chin. Pulev beat Del Boy Chisora but didn't look great doing it (it came down to a jab and who had a little more in the tank).

Miller doesn't sit down on his punches, that's why it appears as if he doesn't have pop. He likes to move around
