Well in the most important fights that mattered most, Mexico has always come out on top, though Puerto Rico does have the better overall results against mexico head to head,

They both have always had lots of good and great fighters compared to their population. Overall I give the edge to Mexico. The great Cuban boxer Jose Napoles lived and fought out of Mexico and Mexico has always had so many champions over the years and they still do.

Obviously in general, Mexico slightly better. Now if we go by Per Capita, Puerto Rico rules the world. Nothing even comes close.
