The NSAC denied Pacquiao pain killing shots for his shoulder because he reported it at 6:30pm on fight night. He didn't file required paperwork ahead of time with NSAC. This is according to reports.

Though I'm not really trying to go down that road, I will say that this is a great example of the difference cortisone injections can make.
