I'd be shocked if they went for Ortiz. It's not a final eliminator no matter what the WBC say, I mean WTF is a 2nd final eliminator and what are the chances of Whyte getting a shot inside a year when Wilder didn't fight a mandatory for close to 3 years.
The Pulev situation isn't ideal with them losing the bid, but I'm far more confident Whyte beats an old and disinterested Pulev than an old Ortiz. But you never know, remember Hearn threw Brook in with GGG and also made the Brook/Spence fight when many thought it best Brook duck the fight and move up. Joshua/Wlad was also a risky fight to take, so Hearn is known to roll the dice at times.
