I'm a fan of both. I watch Mikey vids daily.
The issue I see here is Loma doesn't make as much as Mikey. Loma just wants to fight for belts and takes a pay cut as seen in his doc. Mikey is saying he's making about twice as much as Loma.
To be a great sometimes you have to take a bit less. Or built your name so you can setup a big fight.
Mikey doesn't seem to want to do that.

the only one he didnt and flat turned down was cotto.

Linares he wanted linares but they BS on the deal wanted 3 fight deal with options and mikey said no and they never countered so mikey went on to finalize the lipinets fight and THEN GBP tweeted in desperation mode that OKAY no extension anything just a 1 on deal. So that fight fell out cause of them not mikey.

HE fighting Robert Easter next is likely the case, and some were even saying he was ducking easter lol but as mikey put it its just not a priority cause beating easter does nothing and not even a good paycheck.

Max halloway is just cause they bumped heads on twitter once and I think mikey just wants to fuck him up out of personal spite.

So its not like mikey is calling out names and then purposely not fighting them, he calling them out and wants to fight them but the way boxing buisness is is that its easier said than done.
