No, he doesn't sound like he has limited mental capacity. I know people like to say that when someone annoys them but he just sounds like a guy who is trying to sell himself too hard. To the point that it's really awkward. I remember my wife sitting next to me on the couch, playing on her phone and ignoring the fights but when they interviewed Garry, she was like, "Who the hell is that guy? He is sooo annoying. Is he the next Mayweather or something??"
I was like, "No honey, he's just Garry Russel Jr and he seems to forget he already got his ass owned in the ring."

I think he suffers from LMS (Little Man Syndrome) though. It's like no matter how bad or tough he is in Boxing, IRL people look at him as a lil' fella. Must be annoying!
