    He has to agree to a VADA drug testing protocol when the fight is finalized - and he would be required to stay in the VADA program if he won the WBC title. He does NOT have to enter their Clean Boxing Program otherwise.

              Evidence of that? He wasn't in the WBA rankings either. So wasn't required to do it.

                  Only the WBC and WBA have a year round mandatory testing program with VADA, the IBF title holders and ranked fighters have no such requirement.

                  But having said that any fighter that isn't enrolled in year round testing has to be suspected of doping including Spence.

                      and? The rules are the fighters in the WBA rankings. Lomachenko wasn't. Want to provide anything which suggests Loma was required to do it?
