my friend, pacquaio has just as fast or faster hands as mayweather when they don't have the gloves on. when they have the gloves on, pacquiao ain't consitrating on speed but power, so he slows down cause he tightens his fist and muscles. mayweather on the other hand is trying for speed and not power, he's more relaxed and i think unlike pacquiao makes a fist just before he makes contact as your supposed to so you don't lose speed. tough to explain.

Pac is slower. Mayweather throws his shots short and rips behind them. Pac tends to throw longer shots which will make his combos slower. Pac may actually be faster but his style of throwing combos is loose and wide where as Floyds are tight and shhort. Thus, Mayweather throws faster.
