If Hearn offered 12.5 million and 30% percent split , pretty sure they would agree to the offer and then meet up and to look over a contract. No there doesn't NEED to be an agreement for a contract. It's usually done that way because there's no point in drawing up a contract if the other side is just going to turn it down.
