Good move.
This can really work in Keith's favor actually - if he wins. He'd still be the A-side once they unify. Both are big fights. Both are for big money. He's proven he can beat both. Them two fighting each other makes the unification that much bigger. Plus, it's the least they can do - fighting other top opposition. No more fighting fringe top 10 fighters without being injured or coming off of a bad loss.
But, if Thurman comes back, fights the winner, and loses, it will look extremely bad for him. It'd make his wins over both seem like a fluke and that he was pretty much trying to avoid them in the first place.

There was nothing stopping these guys from fighting each other but instead both were trying to take easy fights hoping Thurman picked 1 of them for his rematch. Now Thurman giving up the belt maybe the WBC can force them to fight each other. I'll wait till the fight is actually made before I get too excited. The real winner is Thurman by giving up the belt likely gets some fans off his back and forces these 2 guys to beat the shyt out of each other while he fights a bum and then fights the winner (who has more wear and tear) later this year.

According to World Boxing Council President Mauricio Sulaiman, Keith Thurman (28-0, 22 KOs) has vacated the WBC welterweight title. Thurman has been inactive since March of 2017, when he won a twelve round split decision over Danny Garcia to unify the WBA, WBC world titles.
