If Broner wins will he be at elite lvl again?

Broner has never been an elite fighter. He was decent fighter who always loses to elite fighters. Vargas is also a decent fighter who loses to elite fighters. The odds on this fight are even. If Broner wins he is in the mix but not elite. He will never be an elite fighter in my opinion because he doesn't have the skills or the determination and work ethic to be an elite fighter.

It will boost him up. Not to elite level, but he won't be looked at as "potential tune up for the elite" either.
