Can he sign and promote a fight while still suspended? If NO, then I doubt him and GGG will fight this September.
Yes he can do anything he wants except box in Nevada, Margarito fought while suspended signed up for the Pacquiao fight and did promotion all while technically still suspended

In Nevada? Margarito was doing HBO 24/7 while still suspended by NSAC

But in the case of Canelo and you get suspended in the middle of camp are you still allowed to hold an “official camp” and prepare like you’re preparing for a fight?

        Serious Question
I posted a thread about this a few weeks ago. It seemed the answer was yes, but no. Couldn’t spar publicly or have public work outs. That was pretty much the answer that most seemed to agree on, after looking at the rules. Nevada rules I should add.

Sorry man, Link the thread if you could please.

Did anybody address whether or not they could have paid sparring partners?

They can do anything but box in a real fight for money. They can train and spar as much as they want.
