It is indeed the Bob Arum mantra, hype your guys up fighting the weak opposition.
Bob has done a great job having the great pretender Terence Crawford in the position he currently is in.
Bob makes fights with other top promoters when his matchmakers tell him the TR guy can win. Loma fought Russell and is about to fight Linares and Crawford fought Diaz.
I may think he is a bastard but this has proven to be a successful formula.
shows that the best business people empower and listen to their employees.

I think with these ESPN deal Arum will be more aimed at making fights & sometimes bigger fights. That will require him to take chances vs non-TR guys more often. I mean we've already seen Loma vs Rigo (Roc Nation, although I guess you could call them an off brand) & Bud vs Indongo (Hearn, definitely not an off brand). I think we will see some Haymon guys or other promoter's guys venture over to ESPN in 2018/2019 for sure with the options at 135/147 for Loma & Bud.

Arum seems to be cozying up with Hearn. Doing Valdez/Quigg, talk of Ramirez/Fielding, co-promoting Campbell.
