He has a one or two decent wins but really he's always been a B-level fighter at the very best. He was overhyped for a short time.

Prime Matthysse had unbelievable one punch power for the weight. Matthysse's prime years came after Pacman's and there is less mileage on the odometer. Both are faded but I'd say Lucas is a bit fresher but I agree Pacman at his best was the superior fighter. I'd favor Lucas in current form versions but its certainly a competitive fun fight that would be excellent if it happens. This is no Garcia-Rios crap! I really wanna see this!!
