According to export.gov was the predicted amount of exported beef (To America) 279 metric tons in 2017, where in 2016 it was 250 metric tons.
So if Mexico is this hellscape of unregulated slaugterhouses with nothing but clenbuterol in every cow, then it would make sense for it to be labeled as such, because then it carries a great health risk and athletes in America could be affected by it as well.

Again considering how common Mexican athletes test positive for, specifically, Clenbuterol it would make sense - since their government isn't interested in regulating their food - to label country of origin.

Consistent with numerous prior reported cases globally, the issue of illicit administration of clenbuterol to animals destined for food production can result in, under specific conditions, a positive sample from an athlete. WADA has issued specific warnings about this problem in China and Mexico. Unfortunately, anti-doping authorities have no control over agricultural and food safety practices in these countries, and inadvertent ingestion remains an ongoing issue for athletes.
