I don't think you get it. No ref would stop the action in a critical moment of a fight to give a warning unless it was something outrageous. That was a critical moment in the fight. Kovalev was hurt and on the verge of being stopped. Who would have the advantage if the ref gave Kovalev a breather? We saw the same damn thing with Judah and Khan. The ref let it play it out and counted Judah out.
Weeks didn't call it every time Kovalev landed a rabbit punch either. A call get missed in practically every fight. He still did a respectable job.
