HBO wasn't willing to put up the money it would take to make that fight. If it made financial sense for Saunders and Jacobs to fight each other, they'd be fighting each other. Jacobs has no leverage, but wants to be paid big bucks as an A-side.

I understand. I never criticize fans for wanting to see a fight. The problem is so many fans on this site pretending they are some sort of boxing business expert and then explaining all of the moves everybody should be making, when they have no idea what they're talking about.
I would love to see Thurman fight Spence tomorrow. We all would. But we are hardcore boxing nerds. It takes time to get the broader audience interested in a fight.
And yes the business and politics often stands in the way of fights fans want to see. That is what happens when you have four major leagues instead of one.

But Hugo is who he was mandated to fight for the interim title. Charlo didn't choose Hugo. Hugo was the next leading available contender for the interim title fight that was ordered when GGG asked to delay his mandatory to give Canelo a rematch.
If Charlo turned down the Hugo fight to fight Jacobs, not only would Charlo lose his mandatory position, but he'd also lose his chance to become interim world champion, which guarantees him a higher percentage of the purse against GGG or Canelo.
And no, Charlo couldn't easily challenge Jacobs. You. Have. No. ****ing. Idea. How. This. Sport. Works.
Charlo is exclusive to PBC. Jacobs is exclusive to HBO. Unless it's a mandatory, those two will not be fighting.
