All of them have. Look how power disappears from Kov and G with ped testing. Look how the Charlo bro's start knocking everyone out. Look at 40 year old Klitschko's. Look at 50 year old B-hop. Look at Pac making a million different excuses to avoid ped testing. Look at Spence, look at Crawford. Look at freakin Joshua. Mosley and Holyfield even got popped for it.
However, the usada/iv thing is a 100% fake scandal. Floyd had called USADA and requested they come over. They did, they confirmed he was dehyradated and stayed to check to make sure nothing illegal was going on. They did not walk in and catch Floyd with an IV and then make up some waiver, that does not even exist.
The guy who wrote this, was paid by hbo, in a very shady role, that appeared to be "media" hit-man. He admitted he made up most of it. But by then, the haters had grapped a hold of the story and stuck to it. This is all known, and yet for some reason haters keep bringing up things that have been disproven numerous times. That is bs.

The fact is Floyd was dang near 40 years old and fighting 12 round professional boxing matches perfectly fine. I do not doubt he had one of the hardest work ethics of any boxer ever. I do doubt hard work and dedication alone can allow a 40 year old man to do that. But to refer to a bs story whose own author admits it was largely fiction, is simply wrong.
