No it doesn't have a lower limit. As long as a boxer weighs in at or below the weight limit they can fight for a world title. They can weigh as much below the limit as they chose and still fight. If they only weigh 70 pounds there is no rule that says they can't fight.

So basically, if Pacquiao decided to fight at heavyweight, he could do so despite weighting far less than 200 lb?

The commission may not approve the match if they believe it is dangerous, but typically there is no specific minimum weight for any fight. Only a question of worrying about a commission blocking a fight due to believing it is a gross mismatch.
