This right here. He has won very close fights but I always thought he won with maybe perhaps the Fortuna fight but hey fortuna did himself no favors. With that said hes a champ, not THE champ so in that way of thinking yeah you can look at him as paper champ. But I think the 135 still hasnt settled who really is the champ of that division. I honestly think MIkey Garcia is that champ of that divison just from skills wise etc but you still have to fight the fights to prove it.
