The Saudi Crown Prince is on a charm offensive with his foreign policy. Spending huge amounts on sport is a key aspect of that; they and the other Middle Eastern countries/royal families already bankroll most of the Premier League's big clubs. There's no way ***** and Russia outbid the Saudis, the royal family have way more control over their country and diplomatic foreign policy's far more important for them than it is for ***** at the moment.
