There was nothing exceptional about his testosterone levels. The levels you are referring to are .69 and .80. Here is the head of a WADA Certified Laboratory discussing much, much lower testosterone levels. The testosterone levels were: .29, .35, .19.

I continue to be amazed at the amount of Pacquiao hate on these boards. I have some questions about possible PED use and I don't agree with the insane amount of top five all-time talk about Pacquiao, but come on. There seems a bizarre consensus here that any fighter, at any stage of his career who doesn't constantly chase the peak and prime p4p best is a sissy and a coward. I agree that fighters ought retire if there aren't making meaningful, competitive fights with game opponents, but I don't hear a chorus of voices shaming Roy Jones for his opponent selection over the last six or seven years. I have massive respect for Roy and rate him far higher than Pacquiao all-time, but we should be far more prone to give world class fighters the credit they deserve as their physical prowess and careers wind down.
