They couldn't make that fight at that time especially since Ortiz was supposed to be involved in the WBA tournament. He never had that fight against Ustinov after his win in March 5th 2016 against Tony Thompson.

Even with that, when the announcement of Klitschko-Joshua came about Klitschko was ranked #3 in the IBF while Ortiz was ranked #7.
