The fact that none of those elite fighters chose to fight Khan tells you more about his status in boxing than it says about his skills. He had to survive against Maidana, stopped by Garcia, and lost on point deductions against Peterson. He's the Zab Judah of the U.K. Except Judah actually had some worthwhile accomplishments.
