The sport was invented in England so if you want to talk influence hard top top that. There's probably never been more powerful Mexican promoters than the top ones in England, but in terms of better fighters and trainers Mexico has had a lot more and better especially since the last 50-60 years when Mexico became more prominent in the sport.
The British really didn't have that many hall of fame caliber guys from the 50's until the 90's and even still Mexico produced more in the time from the 90's to now. -
