        He wanted to use USADA because they were responsible for implementation of the World Anti-Doping Code (Code) in the United States. The same as VADA.

        VADA is not WADA accredited.

        They use the WADA framework but set their own standards, and unlike USADA catching the cheats.

        I don't know why Floyd said no, to the official testing body.

        Maybe something to do with taken PED and getting a TUE to get away with it.

          VADA is the official testing body?

          VADA is the poor mans USADA, they saw a gap in the market and filled it. Nothing more.

          VADA didn't even exist when Pacquiao turned down testing.

            he asked for a cut off date and he explained why, he doesnt want them testing him close to fight night. he's not asking for when he's getting tested, what day, etc. stop reaching.

                  NSAC never caught Manny so Floyd was right to ask for USADA.

                      HE DID ask for that. 3 tests, one when the fight was announced, one no closer than 30 days and one after the fight.
