He didn't refuse NSAC testing, he asked for more stringent testing because he knew NSAC testing wasn't enough to catch PED's. Clearly he was hiding nothing because he took advanced PED tests from that point forward.

Manny lost because Floyd is the better fighter. He turned down PED tests for the same reason he turned down the $40 mil-he wasn't confident he could win. Maybe he should've fought him before he went to jail-oops he faked an injury then.

Did he forget to drink his water?

That doesn't make much sense as if that water was not in his body he would have been much lighter on the scales.
