He's fighting for the WBA title, all top 15 fighters from the start of 2018 have to enroll for VADA testing or be stripped of their ranking or titles as per the WBA's fair boxing program. All fighters and promoters have been informed of this on the 6th of April 2017.
So it doesn't matter if he agreed or not to this, he has to do it and should have technically already enrolled or risk being stripped.

Well if the WBA don't enforce their own rules it would be pretty simple for any opponent to take the fighter not enrolled to court to get them stripped.
All the details of the fair boxing program is on their website, it's pretty black and white rather than the WBA saying something and doing another it's much harder to prove intentions rather than clear legislation written down.
The rules have been laid down, it's now up to the fighters to follow them. The WBA are simply copying what the WBC have already done.
