If the contracted weight limit is 155lb then its not a middleweight fight. But if the contracted weight limit is 160lb it is a middleweight fight because neither boxer is restricted to weighing in below the middleweight limit.

The sanctioning body can say if a title is involved they won't sanction the fight. In other words the title can't change hands. They own the title not the boxer. So yes the sanctioning body can be involved if they see fit.

The sanctioned weight determines the division, not the contracted weight.
The WBC made that clear in statements they made about Cotto vs Geale and Canelo vs GGG.
The sanctioned weight for a MW title fight is always 160. Contracted weights are a separate, private arrangement between the fighters and their promoters.
