Right now he is short on cash.
He invested all of his money on multiple business ventures that need operating expenses like employees' salaries, maintenance, etc.
Nobody should be surprised if he comes back in the ring.
Question is who would fans accept for his opponent?
He can't just fight a Berto-level opponent and expect fans to pay and watch.
