What are Crawford options at 147 besides Horn and besides the situation i mentioned

Don't even know when Thurman is coming back.
He'll certainly take a tuneup for his comeback fight.
One thing is certain, though.
He'd rather pick Crawford over Spence.
Same thing with Terence. He'd rather fight One Time, instead of Spence.
Question is why won't SHO/PBC prefer an in-house fight?
Keith would be seen as ducking Spence if he picks Crawford.
