I challenge you to find me where in the official rules it states that punches landing on the arms or shoulders are considered 'scoring punches'.
If punches landed on the arms / shoulders causes the opponent to be dropped (which rarely happens), then they may be considered 'scoring punches' because they would've caused an obvious 'EFFECT'. Likewise, if punches landed on the arms / shoulders causes the opponent to be stopped (which is another thing that rarely happens), such as from causing bout ending arm / shoulder injury or punches penetrating through the guard to the face / body, then they may be considered 'scoring punches' because of their EFFECT. However, why should any punches landed on the arm / shoulder which doesn't show any visible effect upon the opponent be considered 'scoring punches'? Otherwise, a punch landed on the arm shouldn't have any more worth than a thoroughly missed punch.
