neither you or i can say that for certain, but it's not typical for fighters to choose who they fight. it's usually in contracts they have with managers [haymon] that they canntot. only guys at the very top can do that. even pacquiao was given a list of guys, wasn't given cart blanche rule over who he chose to fight. only guy in recent memory who did was floyd mayweather, because he signed a one fight deal with gbp or promoted himself, and because he was haymons biggest fighter and threw him a bone so many times fighting haymon fighters and they had such a productive relationship.
