Pulev for sure. Takam's resume is one of the more manufactured HW contender resumes out there. 18 of his 35 wins were over guys with non-winning records. I've been critical of Pulev's mandatory which was earned with low level wins & the cherry on top was his Del Boy win iirc, but Takam's whole career is debatable damn near lol.
