Potential how? From the tools he has? Zab Judah had great speed, great power, great skills, everything. He had potential to be the best fighter in the world.

Ryan Garcia seems to have tools, but when I watch him fight he doesn't seem very SKILLFUL, boxing IQ doesn't seem to be too high which might be a lot to ask based on his age and he does have time to develop and improve get better etc. Defense lacks severely in my opinion too. Overall awareness and reaction time to things opponents do seems kind of slow.

Strikes me as the guy who will rely on his physical abilities to carry him.

People will probably slander me for coming at someone so early in his career and so young this way, but that is simply my prediction and opinion.

But to answer the question, he has potential to be a superstar. Looks wise, flashy speed, good power, big for his division he can probably grow into multiple divisions, pick up titles etc.

For some reason I can just see him getting "upset" by "lesser" fighters down the line though. Kind of like Jorge Linares (the most overrated fighter today in my opinion) and he looks very beatable.
