Who is Terence Crawford going to fight at 147?

Top Rank stable is so weak at 147 and I hope I am wrong but I just see a big problem with Top Rank and Haymon making fights together at 147. The only name I can think of is Jessie Vargas but there is talk of him fighting against Keith Thurman in February.
