Very common for a certain entity to own any likeness, etc., of a live or dead celebrity, or any public figure past or present. The company that owns the rights to Marilyn Monroe has made millions through the years, leasing out those rights. Same with James Dean, John Lennon, Elvis, stacks of 'em. And if used without permission, yes the lawsuits almost always start. Same thing if someone basically rips off a song X band wrote. Intellectual property.
