most State commissions have a rule that if there is a change to the Main Event, the promoter must offer refunds.

here is the rule as it pertains to Florida........

    548.066 Ticket refunds.—
    (1) Upon the postponement, substitution of either participant, or cancellation of the main event or the entire program of matches, the promoter shall refund the full purchase price of a ticket to each person presenting a ticket for a refund within 30 days after the scheduled date of the event. Within 10 days after the expiration of the 30-day period, the promoter shall pay all unclaimed ticket receipts to the commission. The commission shall hold the funds for 1 year and make refunds during such time to any person presenting a ticket for a refund. Thereafter, the commission shall pay all remaining moneys from the ticket sale to the Chief Financial Officer for deposit into the General Revenue Fund.
    (2) For failure to comply with this section, the commission may declare a promoter’s bond or other security forfeited, suspend or revoke the license of a promoter, and impose any other penalty provided.

I don't know. For some reason I do not trust vada and boxing right now.
I feel like if there is money to be made, anything can happen.

Hold the press! Limited information, but it looks like a false alarm. It appears Ortiz popped over some high blood pressure medication he normally takes. Apparently, the medication contains two banned substances detected in the VADA test. Looks like Sulaiman jumped the gun, and the fight is still on!

Agree. When Ortiz pisses dirty it only because scared windmiller Wilder is trying to duck a real challenge. He bribed Putin to make Povetkin dirty twice and will do it again.

World Boxing Council President Mauricio Sulaiman has announced that Luis Ortiz failed a pre-fight drug test that was administered by VADA [Voluntary Anti-Doping Association]. Sulaiman would not reveal the banned substance that Ortiz tested positive for, but the Cuban puncher is scheduled to face WBC heavyweight champion Deontay Wilder on November 4th at the Barclays Center in Brooklyn, New York. BoxingScene.com has been advised that Ortiz was taking losartan - which is a drug prescribed for high blood pressure.
