Why would anyone fight him? This is the dude that beat Ward the first fight, and then faced juiced up Ward in the rematch and was still beating him again until the ref stole it. Boxers don't pick opponents based on the risk that corrupt judges and refs say exists. If some dude comes around who is knocking down Joe Louis and Muhammad Ali with one punch every time he throws, but the refs find some way to DQ him 30 seconds into both fights so that the official record says Ali and Louis both beat him easy, no boxer is going to say, "hell yeah I'll fight that dude! He already has two losses on his record!"

Only fans fall for the bull**** on paper instead of what they see for themselves. Boxers on the other hand are going to be like, "Hell no I won't fight him! I don't care what the paper says, that dude was kicking Ali's ass AND Louis' ass, and he would do the same to me because I don't have corrupt refs looking out for me!"

Rightly or wrongly, many trainers and promoters consider Ward one of the best boxers in the world, and they just saw Kovalev be better than him over the course of two fights, no matter what the records say. So promoters are thinking, "This guy is at least as good as Andre Ward, possibly better at least based on the fights they had head to head. Do I really want to put my guy in against someone who is as good or better than Andre Ward?"

It's what is ruining boxing, but that's the reality. I just hope the WBO, WBA, IBF, and WBC do the right thing and mandate someone face him, because that's what it's going to take. Badou Jack said he would fight Kovalev, well I hope we see that fight.
