Pound for Pound, Prime for Prime, I'd give the edge to Rigondeaux.
BUT...
Given the situation, I think Lomachenko has the edge to get a victory, for two big factors:
1) Rigondeaux is naturally smaller and is coming up in weight
2) September 30 Guillermo rigondeaux will turn 37. His body has inevitably aged and started to slowly deterioring for some years now. everybody ages differently but at 37 you can be sure you aren't the same as a man in his twenties. He is not in his prime anymore, while Lomachenko has a couple more ages left for big performances. This could and will play a huge factor in the fight.
If Lomachenko wins, is a good win.
If Rigondeaux wins, is a great win.
