What "those belts"? It's about the WBC belt only... The Ring belt is now Ward's... the "lineal" (TBRB) isn't a belt, it's some sort of a title.
The lineal belt is more than just TBRB...in fact its far older and hasn othing to do with that.

Stevenson is lineal because he beat Dawson who beat Hopkins. Often the lineal and ring go hand in hand but they seem to have been separated now (more moronic idiocy in boxing).

Badou Jack is one of the most underrated fighters in boxing, some people can't see past that fluke KO lost to Edwards. He was a heavy underdog against Degale and a lot of people think he won that fight.

Still running with Barrera not being good because Ward beat him? Barrera is going to continue proving you wrong and could possibly be the 2nd best LHW atm.

I know the issue (TBRB, CBZ, The Ring)... The Ring (belt) managed to preserve "lineality" at few weight classes only -- Middleweight, Light Heavyweight and Heavyweight... But they "stripped" both Stevenson and Fury...

(but, for instance: Super Middleweight holds no "lineal" since Ward vacated... which is curious...)

Both Barrera and Jack are underrated. I think Barrera would beat him now though.

I see folks are sleeping on Badou. He's a live dog vs the field @ 175. He's not exceptional in any area, but he is good all around.

The Ring stripped Adonis Stevenson in Nov 2015, because has not fought a top 5 fighter (in any weight class) in over two years.
