EDIT: by the way that quote in your sig is priceless.
Ike was 3rd at welter, not in the top 10 p4p, which read
1 Roy Jones
2 Oscar
3 Pernell
4 Trinidad
5 Barerra
6 Ricardo Lopez
7 Tszyu
8 Terry Norris
9 Tyson(!)
10 Mark Johnson

It says for Welterweights Ike was number 3 trailing only Pernell (#1) and Tito (#2). Oba Carr was at #4.
But, I'm not sure this is what you mean because Quartey and Carr did not meet until a month later (October).
