I believe James to be a draw to the common boxing fan. But by viewing his last copuple of bouts it is obvious that the tank is running low. Its just not the same for him. He stepped up to a slower punching division, but now his eyes are still good but he just lets his body go too much.

Yeah, since when is 1.5 million "chump change" to a CONTENDER that was lucky to get a draw in his last fight? I like to watch James Toney fight, but to put it simply, he doesnt want it with Wlad. Offer him 5 million and he'd probably still say no.
