They never planned on putting him in on this undercard because he was number 1 ranked WBO contender at 147. Like everyone else assumed Pacquiao who holds that belt would easily beat Horn so they held him off the PPV waiting for the pac fight to finish and hoping the WBO would mandate the fight later this year. Now Lucas is coming back in Nov probably for an eliminator fight for the winner of Pac/Horn rematch.
