They are implying the Adrenaline was a made mix and that's why they would have forced it down the drain, implying the mix could be illegal.

There's no conspiracy here. Blood coagulants are not illegal, never have been. They were desperate for a knockout after so many years and did what they thought would guarantee it. They failed, and Jeff "The Hornet" Horn went on to become the #1 Welterweight in the World.
