That's a good fight but I doubt that's next. Looking at the rankings JoJo is #1 ranked by WBO, #2 by WBC, #4 by IBF and #9 by WBA. He's been waiting over a year for a title shot and WBO is dragging their feet enforcing JoJo the mandatory for Valdez who holds WBO. I doubt Arum wants any parts of that fight since JoJo already beat Valdez in amateurs. So He's fighting for the WBC Eliminator to get #1 ranking and an immediate title shot for Russell's belt. Plus no guarantee Rojas wins that's a tough fight and even if he does he will only be the "JR" WBA champ, Leo Santa Cruz holds the real belt. WBC or WBO > JR WBA belt. Unless Russell moves up to 130 or vacates JoJo likely fighting him next if he wins.
