The only source of this is Loma interview where he told that currently they are negotiating with Rigo for Dec 9 and if not successful , next one for the fight is Salido.
Also he told that they need some time to build this huge fight with Mike.

Boxing talk has been informed that pound for pound Picasso Vasyl "Hi-Tech" Lomachenko will return to the ring on December 9 against fellow pound for pounder and two time Olympic gold medalist Guillermo Rigondeaux. If the first fight in the history of boxing between two time gold medalists is finalized it will take place at the theater in Madison Square Garden, where Top Rank already has a hold on the date. If for some reason the Rigondeaux fight isn't finalized, expect Lomachneko to face Orlando Salido on the same date, but in a different venue. Both Egis Klimas and Bob Arum were unavailable for immediate comment. Remember where you heard it first!

This fight is great, id love to see it but i hope he dont pull out, knowing rigo history he is all talk and will pull out from fights, rigo didnt even want to fight nic walters when top rank offered it to him, his only creible opponent is nonito donaire and nonito isnt even first ballot hall of famer, when nonito retires it will probably take him several tries to get in, rigo ismt even a future hall of famer at this point he wasted his career i wish the pro blacks criticized him hard and put pressure on him and mock his fights against thai and filipino taxi cab drivers. Why do he get a pass?
