    How did Pulev become mando for Joshua

    As of now, Pulev is still ranked as #2 by IBF. According to their rules the #1 and #2 ranked fighter must fight to become mando for the champ. Pulevs fights after losing to Wlad were not against any ranked IBF fighter. Joseph Parker and Carlos Takam fought an eliminator to face Joshua...Sooo who did Pulev fight to become Joshuas mandatory?

      Pulev also has an extremely wealthy financial backer who has bid silly amounts for previous fights. Go figure.

        Is it a strategy on the part of Hearn to deny Ortiz, his real mandatory, to fight Ortiz and pretend that Wilder wasnt right when he said he and Joshua could fight right now because unification bouts take priority over mandatories?

          Joey Parker was ranked #1. by the IBF-WBO before electing to challenge Andy Ruiz for the WBO HW title, David Haye was #3. but he took an L to the Bellend of the UK and Duhuapas was KO by the cheat Alexander Pedvetkin in Russia so by default Pulev gets bumped up the rankings.

          Also you mentioned that Kubrat was KO by Klitschko true but he remained active unlike the Gaymaker who was basically retired : Pulev went on to beat Dereck Chisora ( not the complete washed version Dillian Whyte fought ) Sam Peter and Kevin Johnson -- yeah I know not impressive but here we are.

              ^This right here. He essentially didn't loose for a while. The guy isn't nearly as bad as some want to make him out to be, though he's not very compelling either.

                Under IBF rules, #1 and #2 can never be achieved through attrition, but a fighter doesn't necessarily have to reach #1 to become the mandatory.

                When #1 and #2 were vacant last year, #3 and #4 fought for the #1 position and #5 and #6 fought for the #2 position.

                The results of those official IBF eliminators led to Joseph Parker being ranked #1 and Kubrat Pulev being ranked #2. The winners would have been ordered to face each other to become the mandatory, but when Parker relinquished his position, Pulev became the mandatory. Otherwise he'd have to fight another eliminator to become #1, wait for another eliminator to determine a new #2 and then fight a third eliminator to become the mandatory. That's not how things work. Parker pulls out, Pulev gets the nod.
